Proposed Clay Target Shooting Noise Management Strategy

1.0 Operational Hours – Tuition, Practice and Testing
1.1 Clay target shooting tuition, testing, practice and competitions shall not take place on: any Monday; Christmas Eve; Christmas Day; Boxing Day; New Year’s Day; Good Friday; or on any Tuesday following a Bank Holiday Monday.
1.2 Subject to clause 1.1, Down-the-Line and/or Automatic Ball Trap practice conducted on Saturdays shall only take place between the hours 10.00 a.m. and 1.00 p.m. during the months June to September inclusive, save for the first Saturday in each month when practice shall cease at no later than 4.00 p.m., and the first and third Saturday during the months October to May inclusive when practice shall cease at no later than 4.00 p.m.
1.3 Down-the-Line and/or Automatic Ball Trap clay target shooting practice and tuition shall not take place on any Sunday.
1.4 Subject to clause 1.1, clay target shooting practice and tuition on permitted weekdays shall take place between the hours 10.00 a.m. and 4.00 p.m.
1.5 Subject to clause 1.3, during the months May to June inclusive, shooting shall take place on only one Sunday in any month.
2.0 Operational Hours – Competition Events (other than Nominated Major Competition Events)
2.1 Subject to clause 2.2, shooting competitions shall only take place on the 2nd and 4th Sundays of any calendar month from January to May inclusive and from October to December inclusive.
2.2 Down-the-Line and/or Automatic Ball Trap shooting competitions during the months June to September inclusive shall only take place once per calendar month and then only when no Down-the-Line or Automatic Ball Trap Nominated Major Competition takes place in that month.
2.3 Clay target shooting competitions shall be held between the hours 10.00 and 16.00.
2.4 Down-the-Line and/or Automatic Ball Trap competition events (other than Nominated Major Competition Events) shall be restricted to layouts K to P inclusive as designated on the accompanying plan.
2.5 Where a Nominated Major Competition Event takes place, no other competition event shall take place on the preceding and following Sunday.
2.6 Where a competition Down-the-Line and/or Automatic Ball Trap Event takes place on a Saturday in any month from June to September inclusive, no other Down-the-Line and/or Automatic Ball Trap competition, practice or tuition shall take during that month after 1.00 p.m.
3.0 Operational Hours – Nominated Major Competition Events
3.1 For the purpose of this Noise Management Strategy Nominated Major Competition Events shall be taken to comprise:
Annual Welsh Open Down-the-Line (DTL) held on no more than 2 consecutive days
- Annual sponsored Down-the-Line (DTL) (currently sponsored by Kreighoff) held on no more than - 4 consecutive days
- Annual Down-the-Line (DTL) (currently sponsored by Gamebore) held on no more than 3 consecutive days
- Annual English Sporting (currently sponsored by Perazzi) held on no more than 3 consecutive days
5 Yearly Events (subject to successful bids, last staged in 2018)
- British Open Down-the-Line (DTL) to be held on no more than 4 consecutive days
- European Open Down-the-Line (DTL) to be held on no more than 4 consecutive days
10 Yearly Events (subject to successful bid)
- World Open Down-the-Line (DTL)
3.2 Nominated Major Competition Events shall be held between the hours 10.00 and 18.00 save for shoot-offs.
3.3 Nominated Major Competition Events for Down-the-Line and/or Automatic Ball Trap shoot-offs shall only be held on layouts K to P inclusive.
3.4 Nominated Major Competition Events shall not be held at intervals less than 4 weeks.
3.5 The maximum number of competitors participating over the course of a Nominated Major Competition Event shall not exceed 560.
4.0 Notification of All Competition Events
4.1 All competition event dates over the course of a calendar year shall be posted on the Mid Wales Shooting Centre prior to January of that year at the web site address:
5.0 Shooting Layout Usage
5.1 With reference to the accompanying layout diagram and subject to the aforestated clauses, Down-the-Line layouts (or Automatic Ball Trap where alternatively installed) A to J shall only be used for the purposes of two Major Nominated Competition Events per calendar year.
5.2 All shotgun testing, Down-the-Line and/or Automatic Ball Trap practice and tuition shall be confined to layouts K to P inclusive.
5.3 Down-the-Line and/or Automatic Ball Trap practice shall use the following layouts in strict order of preference according to demand and layout occupancy: P; O; N; M; L; K.
5.4 Use of Skeet layouts 1 and 2 shall be prohibited and use of layouts 3 and 4 shall cease for competition purposes after the date this agreement is finalised by Mid Wales Shooting Centre.
6.0 Shotgun Cartridges
6.1 No shotgun cartridges shall permitted to be discharged in relation to practice, tuition or competition clay target shooting that exceed a calibre of 12 gauge (12 bore) or have a shot size greater than English Shot Size No.6.
7.1 This Noise Management Strategy shall be reviewed annually in conjunction with Powys County Council at intervals not exceeding 12 months. This shall consider:
- Complaints concerning noise.
- Planned competition events.
- Opportunities to reduce the number of shooting layouts used for practice, tuition and competition use.
- Additional noise control measures, where feasible.
- Requirements for on-going sound testing.
- Compliance with the Noise Management Strategy.
8.0 Sound Testing
8.1 To inform the first review of this Noise Management Strategy, all DTL and/or Automatic Ball Trap layouts shall undergo sound testing over the course of 2019 to quantify relative noise impacts and to determine noise benefits of using preferential shooting layouts where possible.
8.2 A designated proprietary ‘control’ shotgun cartridge shall be used for all sound testing. This shall be selected following comparison testing of shotgun cartridges that are available for purchase at Mid Wales Shooting Centre and notified to Powys County Council.
8.3 Sound testing shall include, but not be restricted to:
- Each DTL layout using firing stations 1 and 5.
- Thereafter, DTL layouts A, J, K and P as a minimum for comparative purposes under differing meteorological conditions on not less than two occasions.
- Any Skeet layout, where in-situ, using firing stations 1, 4 and 7
8.4 Off-site sound monitoring positions shall be agreed with Powys County Council.
8.5 Sound testing work shall be completed within 3 months of this agreement being ratified between Powys County Council and Mid Wales Shooting Centre.
8.6 Updates on sound testing work shall be provided to Powys County Council at intervals not exceeding 5 weeks.
